The 24-year-old Harper owns NBA experience with the Phoenix Suns, New York Knicks, and New Orleans Pelicans.
He has NBA career averages of 2.6 points, 0.3 rebounds, and 0.9 assists during 16 appearances.
Harper made an All-NBA G League Team in his last two seasons, averaging 21.2 points, 3.5 rebounds, 7.5 assists, and 1.4 steals over 23 games this past campaign.
The 1.78-meter point guard also represented the Pelicans jersey on a two-way contract last season. He appeared in five NBA games and posted 7.4 points and 2.8 assists.
