The 26-year-old Turkish player arrived in Athens on Tuesday, where he will undergo medical tests before joining the team's training camp in Kranjska Gora, Slovenia, as they prepare for the new season.
Yurtseven explained his choice to join Panathinaikos.
"It was an easy decision for me," Yurtseven said.
"I will bring my energy and my will to win. I'm here for Panathinaikos' back-to-back EuroLeague titles. I'm excited to play alongside some of the best players in Europe.
"I have played with [Kostas] Sloukas, but now he is much better than when he played at Fenerbahce and, of course, more experienced," he added. "Panathinaikos has a lot of good players, and coach Ergin Ataman has a great will to win."
Yurtseven signed a 1+1 deal with Panathinaikos and will return to the EuroLeague competition after an eight-year break.
He will earn around 1 million euros per season, as reported by SDNA.
